I have some ill fitting bars, they are chrome cobalt, can I section and cast to to repair them or do I have to solder or lazer weld? I would prefer the strongest option
It was a scan body not fully seated user error, I made a mistake. Axis Millingjust curious, feel free not to answer, who made these bars?

It either fits passively or it doesn't. Torsion or tension will cause failure. Heating and bending is something done in a garage.depends how badly off the seat is, but yes.
