I'm just throwing this out there but you may want to check with the ATF because I'm not sure you can manufacture ammunition commercially without a federal license. Also, I'm not sure at what point do they consider it ammunition (when the base, heel, tip is made or when it's packed). Just looking out for you is all brother.
