Fluoride in toothpaste and other dental applications is an ion.
I can't find any info on fluorescence of these ions so my guess is no.

From what I understand the fluorapatite particles in enamel will scatter light (fluoresce) more when remineralized like with fluoride.. just wondered if it was common knowledge or just common words..

Fluoride speeds up the movement of calcium and phosphate into the tooth surface. This remineralises the crystalline structures in a dental cavity. The remineralised tooth surfaces contain fluoridated hydroxyapatite andfluorapatite, which resist acid attack much better than the original tooth did."

Water and enamel are two different things but water clearly affects the color of a tooth. Im pretty sure it does have an affect on tooth fluorescence not because fluoride is 'fluorescent' but because of the way it changes the crystaline nature of enamel by calcifying it. Found a study on fluorescence levels compared to tooth mineralization, will post a link if i can locate it again.
Would make a great thesis.

Not to open a can of worms, however in my opinion, the research that I have read on fluoride in the drinking water is related to many health problems and studies show it does not have an effect on tooth decay. The dental community has been brainwashed starting in dental school by the pharmaceutical industry. It's all about the money and profits like most drugs rather than the health of the patient. The problem in saying its a fact is finding a control group that has not been highly fluoridated. Fluoride is probably the least dangerous thing in the water we drink.
