A 20p per litre duty on sugary drinks would help to eradicate tooth decay and save the NHS millions of pounds in wasted resources.

Like here the healthcare system is a government agency. They have a interest in those covered not engaging in risky behaviors. The fact they can make money for stopping those behaviors is a big plus but as they succeed they find they are hooked on the money and look for more ways to keep it coming

No more mountain climbing or biking through the mountains without paying the appropriate risk tax. The things they could tax are endless. Risk tax on how many miles you drive your car and where you drive it and on and on.

I thought that was a universally understood term. I guess I'll have to quit with the high brow humor to make sure those in the Northeast Kingdom will understand.
